What is the best software for photo editing there?
I want it pretty basic, but with many options that soon I upload my digital photos on my computer, I change the image of different colors, cut, trim, red eyes, make Drag and burrs. I would like the opportunity to make the image black and white and color are only part of the image (like having a B & W landscape, but the tree is in color) … find a program that will? Thank you! (If you can offer a price, I know that too.)
Filter Google Picasa does almost everything that you describe, including the link B & W (a tree in color). It's free, easy to use, and auto-updates a web album from Google if you care. If you want only the functions you describe, I would say that less is better – Photoshop or Gimp (photoshop style the open source tool) May is overloaded with options and features that do not really need.
